不是的。这里可以当作结论记一下，风险管理委员会是operational level的，它并没有站在董事会一样的高度去同意或者批准风险政策，而是提供了类似论坛的平台给管理层讨论风险管理中的问题。

这个风险决策委员会应该通过的是A吧，B这种Oprational的事儿，不都是风控或者内审么。委员会都是董事，或者独董，谁做Oprational的事儿啊？
