这里的利率指的是利率趋势的变化，比如上涨或下跌。利率波动是一个标准差的概念，衡量一段时间内利率围绕均值的变化。

 

结论是

利率波动：短期受货币政策不确定性影响，长期受经济增长以及通货膨胀不确定性影响。

利率：短期利率取决于通货膨胀预期，长期利率取决于货币政策紧缩还是宽松。

短期货币政策变化频发，使得利率波动变大，但是，并不一定出现利率上涨或下跌的趋势。

比如，一周内，6M利率分别为：1.5%、1.45%、1.25%、1.4%、1.5%，一周内利率趋势没变化，但波动率为：0.0927%

一周内，6M利率分别为：1.5%、1.4%、1.5%、1.6%、1.65%，一周内利率趋势上涨，波动率为0.0871%
