对的，美国联邦基金利率(Federal funds rate)是指美国同业拆借市场的利率，主要是隔夜拆借利率。
GC rate是美国的repo市场的利率，一般低于federal funds rate。
fed funds rate 减去 GC rate的利差反映了国债作为抵押物的需求：
The fed funds-GC spread reflect vary with the demand for Treasury collateral. It widens to reflect the decreasing supply of Treasury and during times of financial stress。
