B选项基于的是题干中的“If an investor is considering whether the variance of bond A is greater than 3.24%”，也就是说，这个是投资者想去研究和证明的事情。

想证明的应该放在备择假设。所以可得Ha：σ^2＞3.24%。

从而得到原假设即为H0：σ^2≤3.24%。B选项描述正确。
