为什么包括non-discretionary的？

条款0.A.13: For periods beginning on or after 1 January 2011, total firm assets must be the aggregate fair value of all discretionary and non-discretionary assets managed by the firm. 自2011年1月1日起，公司的资产必须以公允价值计价。公司的资产包含自主支配的资产（discretionary assets）以及非自主支配的资产（non-discretionary assets）
这个规定记住即可。total firm assets就是公司的总资产，一般基金公司都会对外公布一个管理的基金总资产是多少，用来告诉客户你看我的公司的规模有多大。在这里考察的就是这个点，所以non-discretionary portfolio也要包含在公司资产当中。
