risk tolerance是愿意承担风险的程度，和wilingness和ability有关。risk budgeting是根据风险特点把风险做分配，需要先衡量，再进行分配。、
可以理解为一个公司有一个总的风险承受能力（tolerance），例如一共可以承担100万的风险。然后budgeting是把这100万分配到不同的产品/部门上，例如对冲基金部门做的业务风险最多不能超过60万，股票部门可以承担30万风险，债券部门承担10万风险等。
