Leading Indicator–Based Approach就是基于领先型指标判断的方法。
那句话的意思是说这种方法并不是总是管用的，因为输入变量之间的关系并不是静态的
其实这句话的意思就是说经济情况是复杂的。依据不同的领先型指标，可能会得到不同的经济发展结论，所以这种方法并不是总是起作用。
