然后后面又说了 这个representative给他说的话, 即表达了乐观的一面,又有不乐观的一面,而且纯属猜测:concern of,could cause等。没有明确表示是否会通过 ,所以A选项不对
C说的是,S同学违反准则,是因为他的research基于的是对政府行为未知的预测。
这很正常啊,我们做研究都是基于自己的对未知事情的看法,如果都已经是肯定的事情,也不用分析师来分析了。
但这个人的问题在于这是他的预测,是他自己的opinion,但他表达出来的意思是肯定的,是fact(他说div will increase,但其实是不一定的)
