请问manager C为什么是discretionary？李老师说是因为有timing，可是mangerC已经是top-down，所以无论是discretionary还是systematic都是timing的。文中说用的是technical analysis and econometric methodologies, she produces several types of forecast and determine appropriate sector weights based on that，这里用到的方法不是systematic吗？也没有提到in-depth analysis。
