固定汇率是政策目标，但想要实现固定汇率的政策目标，也需满足一定的市场条件。

例如，按照市场经济，汇率应该贬值，但强行维持固定汇率，这种做法并不持久，最终市场的力量会摧毁固定汇率制度。

1997年的泰铢贬值，就是类似的情况。

泰国实行固定汇率制，但经济情况需要泰铢贬值，在国际炒家的围攻下，泰国政府最终被迫放弃了固定汇率制，泰铢大幅贬值。

A选项，弹性物价和工资，使国内物价和工资能与国际波动同步，这样有利于汇率稳定。
