3. comply with minimum safeguard

在这三个公司中，Company 1有一个-2，不符合“doing no significant harm to the other five”这一条。而Company 3的三项都是+1，就不符合“substantially contribute to one of the objectives”这一点。而Company 2有一项为+3，其它两项为0，是满足EU Taxonomy的要求的
