教材正文的确没有提到signatory country，指的就是签约国，不是什么特殊的概念。

A和B选项并没有指向京都议定书，只不过是两个干扰项。

根据教材，京都议定书建立了自上而下的、有约束力的目标，但只针对发达国家，认识到工业化、经济发展和温室气体排放之间的历史联系。该议定书的第一个承诺期始于2008年，于2012年结束，但随后延长至2020年。关于2020年第二承诺期结束后应采取措施的谈判达成了《巴黎协定》。
