做题时遇见in percentage and in decimal points的问题

在听视频课上老师讲到要注意题目中数字是in decimal points or in percentage

听完课做了一道题，题目中写"pre-offer price adjustment is expressed as a decimal"，然后他又提到 "He also believes that for each 1 percent increase in pre-offer price adjustment, the initial return will increase by less than 0.5 percent, holding other variables constant."

题目中表格给出的条件也是expressed in decimal form：Coefficient of pre-offer price adjustment = 0.4350 and its standard error is 0.0202

根据以上条件给pre-offer price adjustment 这个independent variable (bj) 做hypothesis testing时，为什么答案中null hypothesis H0: bj >= 0.5 而不是bj >= 0.005 （0.5 percent）？而且在计算test statistic时，答案也是用(0.4350-0.5)/0.0202=-3.2178，而不是 (0.4350-0.005)/0.0202=21.28？
