if the inflation rates are equal but pass-through rates differ, the justified P/E should be lower for the company with the lower pass-through rate.

是指把通货膨胀带来的成本上升的影响传递给消费者的能力。如果通货膨胀率相同，pass-through rate低，说明没有能力把成本上升的影响传递给消费者，P较低，从而P/E较低。
