第一个问题：

administrative regulations 通常对应的是government agencies 或者是政府授权的部门。

题目中 L’organisation. 是SRO,SRO的权利不一定来自于政府，也可以来自于同行业其他成员的认可。

所以就此看来B选项的说法是不确定（题目没有明说SRO的权利来源）。因此B没A好，所以选A

第二个问题：

既然L’organisation已经当选为行业类的SRO，那它就有权去制定规则了，这位这些规则也是代表整个行业的心声。
