central bank funds是银行之间相互借贷存在央行的reserves。
我们都知道银行机构会交一定的reserves在央行。随着每天银行运营,现金的流出、流入,会使得有的银行交的reserves可以满足央行的最低要求required reserves,甚至多(有超额部分excess reseves);也会使得有的银行的reserve不够够央行的最低要求required reserves。
于是,有excess reseves的银行会借存款保证金(reserves)给不能满足required reserves的银行,这样来赚取利息。
银行之间互相借贷存在央行的reserves。我们称为central bank funds也叫federal funds。其借贷的是存在央行的reserves。这样的利率,我们称为central bank funds rate或者是Federal funds rate。

Some banks have an excess over the minimum required funds to be held in
reserve. At the same time, other banks run short of required reserves.
This imbalance is solved through the central bank funds market, which allows banks that have a surplus of funds to loan money to banks that need funds for maturities of up to one year.
可见,central bank funds rate,或者federal funds rate是商业银行之间借贷reserves(存款保证金)之间的借贷利率。
关于interbank funds.
它实际上是指银行之间相互借钱。
Interbank borrowing is essentially a way for banks to quickly raise money.
有时候一家银行需要放贷款,但是存款不够放贷,此时可以通过银行间的借贷筹资金。
关于Federal discount rate。
不能满足required reserve的银行,除了可以向其他商业银行借入reserve外,他们也可以向央行借入reserve。除此之外,商业银行也可以从央行处借贷来满足流动性。所以向央行借钱满足reserve、流动性的利率叫做federal discount rate。
