欧盟分类目录的主要目标就是提供分类系统，如果B选项加一个动词“provide”，同学感觉是不是就像“目标”的描述了。

不是的 我个人浅见：aims to 才是”目的是“、“以...为目标”；by providing...是“通过...手段/方法”，所以by后面不是objective，aims to 后面才是 目标和方法是不一样的
